行政单位在各个国家是不一样的，即使在同一国家，不同时间也可能不一样。因此，行政单位一词可能包含不同的情况。次级行政区有镇1和教区1；主要行政区有州2或省2；而介于上述两者之间的行政单位，通常叫作县5和区6。例如，在加拿大，其主要行政地区，按其大小由小到大依次排列为：镇8、县9和省10。而法国的主要行政区包括与省对应的区域2和与瑞士的州 4*相对应的部门 3*。在瑞士，区 7*和圈 11*是更小的行政区。在美国，教区相当于县，是乡和城市之上、州之下的单位。
- 4. 村(villages)、镇(boroughs)和城市(cities)，有时是赋予较小行政单位的另外名称。市(municipality)通常是表述次级行政区的词语。
