行政單位在各個國家是不一樣的，即使在同一國家，不同時間也可能不一樣。因此，行政單位一詞可能包含不同的情況。次級行政區有鎮1和教區1；主要行政區有州2或省2；而介於上述兩者之間的行政單位，通常叫作縣5和區6。例如，在加拿大，其主要行政地區，按其大小由小到大依次排列為：鎮8、縣9和省10。而法國的主要行政區包括與省對應的區域2和與瑞士的州 4*相對應的部門 3*。在瑞士，區 7*和圈 11*是更小的行政區。在美國，教區相當於縣，是鄉和城市之上、州之下的單位。
- 4. 村(villages)、鎮(boroughs)和城市(cities)，有時是賦予較小行政單位的另外名稱。市(municipality)通常是表述次級行政區的詞語。
